As a UK native I have never heard of this. This answer would benefit from some external reference to show that it is in common use. A quick google led me to this Quora page , where someone has determined the right acronym but still can't understand it, and the top answer explains it and then says that it's not in common use as "cc" and "bcc" are used instead.
